We are considering a suggestion that a commission of
enquiry might explore the subject of treaty revision
as a preliminary to the possibility of negotiation
with a government of China, but no decision has been
come to. In this connection, however, we see no objection to Chên's plan of cancelling the old treaties and negotiating entirely new treaties provided always the old treaties remain in force witil the new ones
are negotiated.
